Why do prosecuters use the term "Aggravated"?

Most cases in the news often stretch the severity of a crime by using the term "aggravated" such as an aggravated murder or aggravated robbery. Is there a difference as to the degree of severity, or is the prosecutor trying to magnify the crime so the defendant "gets the max" and the plaintiff walks out with a big smile?
